Часть вторая: БЕЗЗАЩИТНАЯ ОТРАСЛЬ
Отправная точка моей поездки в лесные районы – бамовский поселок Сулук, где мне уже довелось побывать в нулевые годы. Большую часть базировавшегося в нем бывшего Баджальского ЛПХ приобрел тогда китайский инвестор. Вскоре у него возникли разногласия с предыдущим собственником, попытавшимся вернуть себе проданное. Китайские бизнесмены не первый год приобретают в Хабаровском крае приватизированные в 90-е леспромхозы. После отказа Японии в 2007-м от нашего кругляка, Китай оказался в качестве его монопольного потребителя. Резкий рост нашего экспорта в эту страну обрушил китайские закупочные цены и вместе с ними рентабельность российских поставщиков. Те из приватизаторов, что скупали краевой лесопромышленный комплекс (далее – ЛПК) еще в 90-е, но до этого в нем не работавшие, в нулевые сбывали кругляк прямо на станциях дешевле легального экспорта, присваивали вырученную наличку, залазили в долги контрагентам из КНР и продавали предприятия за бесценок настойчивым кредиторам.
В трясине банкротства
Замена местных собственников в области заготовки и переработки леса китайскими, японскими, малазийскими продолжается своим чередом: кто импортирует нашу дальневосточную востребованную древесину, тот и стремится приобрести ее на корню, дабы не платить по максимальным рыночным ценам. А что же Сулук? В нем базируется ряд лесопромышленных предприятий: ООО «БЛПХ-2», ООО «Далькомплекс», ООО «Сулук» и ООО «Флора» – не путать с ЗАО «Флора» от RFP Group. Все они образовались от приватизации Баджальского государственного леспромхоза. Сейчас ООО «БЛПХ-2», согласно общедоступным данным, принадлежит китайской компании из Суйфэньхэ, у остальных – российские учредители.
Узнаю, что директор БЛПХ-2 Валерий Ким где-то на выезде, но дозвониться до него не смог. Зато один из российских учредителей Александр Михайлович Стариенко оказался на месте. Его предприятиям не позавидуешь. С 2016 по 2018 год экспортная пошлина на кругляк выросла с 25% до 80%, а его внутренние закупочные цены от переработчиков, в том числе RFP Group, упали ниже необходимых затрат самостоятельных заготовителей на рубку и транспортировку леса. В двадцатом году к высоким сырьевым пошлинам добавились антиковидные ограничения со стороны Китая, а с 2022 года, по указанию президента России, вывозить за рубеж разрешено только продукцию лесопереработки, за исключением березы, осины и других малоценных пород. Курс президента на сбережение лесных ресурсов с их максимальной переработкой продиктован самой жизнью, другое дело как он реализуется – и в центре, и на местах.
Перед лицом новых правительственных требований ООО «Флора», как и соседний «БЛПХ-2», ударными темпами возвел в Сулуке современный деревоперерабатывающий цех с расчетом на полную переработку заготавливаемой им лиственницы. Самостоятельное производство доски и бруса с последующим экспортом позволили предприятиям в Сулуке закончить 2022 год без убытков. Казалось бы, вот он долгожданный выход из кризиса, однако нынешний год перечеркнул многие достижения предыдущего. Сказались тотальные санкции Запада на высокотехнологичное оборудование, из-за чего заморожены многие начатые проекты по глубокой переработке. Следующим «сюрпризом» явилось 30% падение цен за пиломатериалы в Китае после переориентации на него ЛПК северо-западных областей России под давлением европейских запретов. И еще несколько месяцев отрасль бездействовала при переходе внешних расчетов на рубли и юани, поскольку оперирующих с юанями банков – раз-два и обчелся.
К внешним напастям краевые компании тем не менее приспособились, наладили, где возможно, стопроцентную переработку деловой древесины для китайского рынка и нежданно-негаданно столкнулись лоб в лоб с непробиваемым «искусственным интеллектом» на родной железной дороге. В Сулуке Стариенко показывает мне огромные штабеля готовой доски и круглого леса: «В ожидании вывоза стоят мертвым грузом и портятся, лишь наполовину загружен перерабатывающий цех. Через Гродеково нам с начала этого года разрешили вывезти меньше половины того, что нужно для освоения лесосеки и безубыточного производства. Директорам других фирм не легче, хотя имеется распоряжение президента Путина: лесопромышленным грузам обеспечить безусловный приоритет».
Назло федеральной власти?
О том, что к РЖД есть вопросы на «добро» по отправке законных экспортных грузов сигнализирует не только Сулук. ООО «Лесное дело» из поселка Березовый (станция Постышево) с четвертым местом в крае по заготовке и переработке сообщает, что при ежемесячной потребности в 220 вагонов с начала года ему дают разрешение в лучшем случае на 50. Градообразующее предприятие, обеспечивающее работу для 380 человек и дающее по 267 миллионов рублей налогов, сборов, пошлин, лесных платежей, – на грани остановки. Похожие неурядицы на станции Горин, где, по словам замдиректора местного филиала RFP Group Валентины Юрьевны Лебедевой, «несмотря на своевременную оплату, груженые нами вагоны могут подолгу не убирать, со стороны железнодорожного ведомства не чувствуется заинтересованности в их отправке, там нередко ссылаются на проблемы с локомотивами. Например, могут бросить наши вагоны на полпути из Комсомольска в Горин по непонятным причинам».
В Дальневосточном филиале РЖД узнаю, что согласование заявок международного сообщения по форме ГУ-12 не его компетенция. Этим занимается московский Центр фирменного транспортного обслуживания РЖД (далее – ЦФТО). Тогда, может быть, ДВЖД испытывает нехватку локомотивов для подвижного состава или переход из Гродеково в китайский Суйфэньхэ не в состоянии пропустить возросшее количество грузов с российского Северо-Запада? Однако ДВЖД черным по белому информирует, что имеет необходимое количество тягового подвижного состава, этот железнодорожный переход имеет запас пропускных способностей. Более того: ООО «Лесное дело» за 5 месяцев 2023 года погрузило только 50% согласованного ему объема в направлении Гродеково – Суйфэньхэ, а ООО «Далькопмлекс» за тот же период всего лишь 76%.
«Как же так?» – обращаюсь к Александру Михайловичу. «Это лукавые цифры,– говорит он.– Мы ежемесячно резервируем транспортные расходы на 50 вагонов, но фактически в феврале не отправили ни одного, в марте получили лишь частичное согласование после дополнительной заявки, в апреле полный отказ, в мае согласование только в середине месяца и только на пиломатериалы, хотя запрашивались и под пиловочник. Отказы от ЦФТО получаем через автоматизированную систему «Этран», причем они сразу же с нее убираются, как будто их вовсе не было. Если заявка и согласовывается, то не в начале месяца, а во второй половине. Соответственно, не успеваем отгрузить весь месячный объем, и по отчетам РЖД мы якобы не выполняем свои обязательства». «Далькомплекс» официально обращался в ЦФТО?» «Неоднократно, но безответно. Частные компании вовремя поставляют вагоны, и все упирается в локомотивы, принадлежащие РЖД. Если локомотивы вагоны не вывезли, крайними остаемся мы. В договорах с РЖД нет даже пункта об ее материальной ответственности за нарушение обязательств».
Информация к осмыслению: «20 лет назад предприятия ЛПК тоже повально жаловались на нехватку подвижного состава. После приватизации вагонного парка с 2007 года вагоны поставляются без задержки. Не пора ли также приватизировать хотя бы половину локомотивов? Тогда их кровно заинтересованные владельцы за каждую заявку будут бороться и отвечать перед заказчиками рублем. Кстати, число жалоб по этим заявкам выросло снежным комом после передачи их согласования от ДВЖД на уровень ЦФТО РЖД. В ЦФТО мне любезно дали телефоны начальника отдела международных перевозок и его заместителя, которые не ответили. Если у крупных корпораций имеются инструменты влияния, то малые и средние предприятия перед транспортной монополией беззащитны. «В июне после многочисленных жалоб «Далькомплекс» впервые за 2023 год отправил через Гродеково все заявленные вагоны, но на август по заявкам опять отказы. Убытки «Далькомплекса» из-за того, что РЖД не вывозит нашу продукцию, превысили 30 миллионов рублей, – сообщает мне Стариенко, – и мы на грани закрытия».
На моей памяти несколько предприятий ЛПК закрылись по тем же причинам. Трудно представить, чтобы та же железная дорога не пропустила за рубеж заявленные составы с нефтепродуктами, сжиженным газом, углем, продовольствием. Пикироваться с Роснефтью, Газпромом, СУЭКом, федеральным Минсельхозом, другими серьезными корпорациями и ведомствами себе дороже. У ЛПК такого попечителя нет. Краевой Минлеспром РЖД не ровня, а в федеральном Рослесхозе по транспортному вопросу меня переориентировали в Минпромторг, где имеется профильный департамент. Интересуюсь стратегическими целями отрасли, господдержкой лесопереработки и содействием компаниям ЛПК в урегулировании железнодорожных проблем. По двум первым вопросам Минпромторг дал пояснения, а на третий не отреагировал. Хотя без надежной логистики любая хозяйственная деятельность бесполезна.
По таежному бездорожью
В день моего приезда в Сулук Александр Стариенко отправляется на своем мощном джипе проверить лесные склады и деляны. Пользуясь случаем, сажусь рядом с ним. «Для новых круглогодичных лесных дорог, – говорит он, маневрируя между глубокими лужами, – требуется государственная поддержка. Она прописана в отраслевой Стратегии, но на практике этого пока нет. Хорошо что строится добротная дорога общего пользования от Сулука до Герби и до Амгуни, что позволит доставлять лес в Комсомольск независимо от железной дороги за 6–7 часов». Возле штабелей с низкосортной древесиной он невесело замечает: «Ее у нас после запрета сырьевого экспорта накопилось около 3000 кубов. Готов отдать хоть бесплатно, но никто не берет. При годовой лесосеке в 230000 кубов рубим меньше ста тысяч из-за проблем с логистикой, сбытом. Но попенку платим за весь объем – около 8 миллионов рублей. На совещании в Архангельской области Президент Путин предложил взимать с лесозаготовителей плату по реальным объемам рубок, отсрочить арендные платежи из-за банковских санкций, рассмотреть при необходимости поддержку логистики для дальневосточного ЛПК. Но никто не шевельнулся, поскольку у отрасли нет единого руководства».
Через полсотни верст зеленая стена статных лиственниц уступает место усохшим деревьям. «Видите, лес на 90% больной. Его съел короед. Если дерево здоровое, оно себя залечит смолой, и дырка от короеда затягивается. На лес все влияет: состояние почвы, воздуха, грунтовых вод, засухи, наводнения, –комментирует Стариенко.–Много древесины недобираем из-за очень давней и потому неточной таксации. Можем выписать на деляне определенный объем для рубки, но леса там окажется в два раза меньше». «Чем государство помогает лесопереработке?» «Лет семь назад мы попытались стать резидентом ТОРа (территории опережающего развития) с льготами по налогам и по вывозной пошлине на бросовую древесину, но затем обещанные льготы по неликвиду дважды отменялись и наши бизнес-планы стоимостью за десять миллионов пришлось выбросить в мусорную корзину. Минэкономразвития требовал, чтобы у резидента на счету было не менее 400 миллионов рублей в виде резерва. Но мы не олигархи: у нас все деньги вложены в оборудование, производство, оборотные средства».
На обратном пути останавливаемся возле сломавшегося бульдозера. «У нас несколько десятков единиц зарубежной техники, а профессиональных водителей и механиков взять негде. В нашем крае и поблизости их никто не готовит,–сетует Александр Михайлович.–Жители Сулука к нам на производство не рвутся, и хотя зарплаты у нас приличные, нам не хватает около 50 человек. Приходится завозить мигрантов, но и они, как видите, профессионализмом особо не блещут».
После Сулука заглядываю на пару дней в Чегдомын. Поблизости база ООО «Фаворит». Оно занимается ремонтом социальных объектов райцентра, строительством индивидуальных домов, тендерными поставками леса на шахты, заготавливает ежегодно по 3-4 тысячи кубометров на аукционных делянах и само их перерабатывает. Никакого экспорта, все на местные нужды и масса проблем. Нет нормальной дорожной связи с лесной деляной, и внешним миром. При трудовом коллективе в сорок человек не хватает еще двадцати. Работа на жаре и на холоде, а на теплый ангар нужны десятки миллионов рублей, но госсубсидии под это не предусмотрены. Электроэнергия забирает до 40% себестоимости, электротариф с января вырос еще на 10%, местный спрос на деревянные дома падает. Очевидно, что без поддержки таких малых фирм внутренний рынок мы не расширим. Насквозь капиталистическая Япония доплачивает предприятиям своего ЛПК до 30 % их себестоимости, если они нерентабельны. У нас ничего подобного нет.
Забытые лесники
В самом Чегдомыне находится офис КГКУ Ургальское лесничество с Баджальским (в поселке Сулук) и Тырминским (в поселке Тырма) филиалами. Общая площадь 5.9 миллионов гектаров, что в полтора раза больше Московской области. Руководитель лесничества Владимир Николаевич Ильин с 37-летним трудовым стажем, вместившим закат советской эпохи, рыночную перестройку, проблемы и трудности после принятия действующего Лесного кодекса. Из нашей откровенный беседы цитирую то, что показалось мне наиболее значимым:
– 70% леса недоступно, перестойная древесина там гниет и горит, рубки идут в оставшихся 30%. Крупнейший арендатор в лесничестве «Римбунан Хиджау», он исправно оплачивает аренду, но по заготовке леса уже три года есть вопросы.
– Деревья сохнут от климатических изменений и вмешательства человека. Например, строительство дорог ведет к понижению уровня грунтовых вод и усыханию ельников, их начинают поедать короеды.
– Лесоустройство требуется раз в десять лет, а не в сорок, для учета пройденного пожарами, искусственных насаждений и естественного заращивания. Ежегодно в крае проводится таксация по двум-трем лесничествам, в зависимости от выделенных денег. Нам пока ничего не светит.
– Незаконных рубок больше со стороны населения, нежели арендаторов. Пенсионеры нанимают коммерсантов на заготовку и доставку по доверенности, а те под этой маркой воруют дрова больше чем это предусмотрено договором.
– Лесная служба становится непрестижной. Наш главный лесничий Семакин Александр Сергеевич заканчивает в следующем году ТОГУ. Когда он поступал, было две группы заочников и были очники. Сейчас он остался один как перст!
– В Ургальском лесничестве и его филиалах в лесной охране по штату 55 человек, а по факту–41. Рядовой лесник со статусом госинспектора получает нищенские 24000, средняя зарплата лесной охраны – 36000. И никаких льгот на жилье и на коммуналку. С северными ценами и огромной нагрузкой он должен получать не меньше ста тысяч и высокую пенсию, чтобы иметь свой дом, автомобиль, возможность съездить на отдых. И самое главное, чтобы было желание укорениться, создать династию, передавать из поколения в поколение лучшие традиции нашей профессии.
– В западной части России раньше леснику строили кордон. Это добротный дом с земельным наделом, сенокосными угодьями, лошадью или мотоциклом. Лесники всегда были опорой нашей державы, но за последние годы мы чувствуем себя брошенными. В нулевые у нас изъяли служебное оружие, которое всегда до этого было. Поэтому в одиночку лесников в тайгу не пускаю, только на машине и только вдвоем. Наибольшую опасность представляют дикие звери, иногда агрессивные браконьеры. Приходиться выписывать лицензию на медведя и брать в тайгу не служебное, а собственное ружье.
– В советское время социалка Ургала и других поселков Верхнебуреинского района развивались во многом от лесозаготовок по соглашению между СССР и Северной Кореей. В 90-е сбыт древесины переключился на Японию, а затем в основном на Китай, который сейчас российским пиломатериалом перенасыщен. Полная лесопереработка, к сожалению, деградировала, не успев толком развиться. Краевые мебельщики пользуются китайскими плитами. Таких цехов как раньше, где из бревна бы делали готовые парты, стулья, шкаф,– сегодня нет.
Пообщавшись с Владимиром Николаевичем, посещаю администрацию района, где мне поведали, что основа его экономики – угольные, оловянные шахты и модернизируемые станции РЖД. И что ЛПК в последние годы смотрится бледно: количество работающих на лесозаготовках в районе за последние четыре года сократилось в два раза, и в полтора раза налоговые поступления за лесную аренду в районный бюджет. Следующий район – Солнечный, посмотрим что происходит там.
Народ и ресурсы
Поскольку в ближайших поселках Солнечного района предприятий ЛПК не осталось, схожу на станции Харпичан. От водителя попутной машины узнаю, что промышленный лес закончился около Джамку и Амгуни, что чем севернее, тем плотность древесины елки и лиственницы выше, и, соответственно, выше их рыночная цена. В самом Харпичане застаю на месте директора Эворонского филиала РФП групп Че Ен Кири. Как и двадцать лет назад он лаконичен и точен: «В составе «Евраза» у нас выросла заготовка за счет Дальлеспрома в трех лесничествах. Основную часть леса отправляем в Амурск на шпон, после запрета его экспорта леса перерабатываем баланс и тонкомер на доски по две-три тысячи кубов в месяц. За счет компьютеризации и передачи вывозки леса другой организации сократилось количества местного персонала. Из-за старой линии ЛЭП не хватает электроэнергии для полноценной переработки. В целом лесной запас истощился, много леса помимо рубки забирают пожары. При нынешних заготовках его хватит еще лет на пять. Потом придется строить в отдаленных районах инфраструктуру, дороги. Лесосеку осваиваем практически полностью. В этом году возникли проблемы со сбытом, которые с участием новых собственников постепенно решаются. Японию российское качество не устраивает, а в Китае переработка своя. Свои щепу и опилки сжигаем. Китай их пока не берет, а чтобы отправлять в Японию и Корею, требуются дефицитные пароходы».
Социальный портрет поселения от его главы Залины Гончар: «Харпичан существует благодаря Эворонскому филиалу, на железной дороге занято меньше. В лучшие времена здесь жило больше двух тысяч, сейчас 740.Население сокращается, потому что вода дорогая, доставляется водовозками, многие дома изношены, заболочены, с грибком, однако строить новые слишком дорого из-за высокой стоимости леса с доставкой. При господдержке Эворонское ЛПХ могло бы выделить пиломатериал и найти подрядчика. Из позитива: есть детский сад, школа, новый дом культуры. В этом году будет строиться модульный ФАБ, уже приехал фельдшер из Биробиджана, с помощью района убрали 13 заброшенных развалюх».
Следующий за Харпичаном– Горин, крупный поселок с четырехтысячным населением. Его глава Виктор Геннадьевич Кожевников на своем посту 27 лет. Трудился в Горинском леспромхозе, когда там работали только местные–от директора до водителей лесовозов –со своей автобазой и РММ, и неразрывной связью с поселком. Его видение процесса: «Горинский леспромхоз как отдельное предприятие напрямую оказывал нам помощь. С приходом «Евраза» и RFP Group все централизовали в Хабаровске и дали понять, что кроме леса их ничего не интересует. Рядом оживает Римбунан Хиджау. От их конкуренции местные по зарплате только выигрывают. Обратная сторона медали – растущий завоз мигрантов. Это неправильно. Нужно целенаправленно обучать и заинтересовывать жителей края и соседних нам областей. Ждем не дождемся, когда построят дорогу от Комсомольска до Сулука, без нее никуда. От реального самоуправления почти ничего не осталось, своей землей распоряжаться не можем, долю НДФЛ урезали с 15% до 2%, уборку мусора забрали в район, старая поликлиника стоит без врачей, высокие квартплаты, не хватает автобусов, ближайшая милиция за сто километров в Солнечном, вместо выборных глав предлагают назначаемых старост. ФЗ–131 поначалу прекрасно работал, а сейчас все делается так, чтобы люди отсюда съезжали. Кто потом займет эту землю? Китайцы? У нас была хорошая программа дворовых территорий, потом все ушло в Хабаровск и Комсомольск, как будто мы хуже хабаровчан. Наши ТОСы в этом году грантов не получили, народ уезжает из-за бездорожья, отсутствия рабочих мест и врачей. В меру возможностей занимаемся только благоустройством, строить дома слишком дорого, а ведь когда-то леспромхоз каждое лето ставил по 15 домов и еще двухэтажки со всеми удобствами возводили железнодорожники».
Замдиректора Горинского филиала RFP Group Валентина Лебедева в поселке не меньше Кожевникова. «Леса для заготовок хватит еще лет на десять, – рассказывает она.– Свою лесосеку в этом году освоим не полностью из-за перехода на лесопереработку, в связи с санкциями на головном заводе в Амурске затоварка со шпоном. В январе 2022 года установили хорошее китайское и российское оборудование, транспортеры у нас тоже российские. Наша переработка прикована к рынку Китая, который пока закрыт для щепы из некондиции и обрезков. В этом году открылся Селемгинский ЦКК в Бурятии, куда мы отправили накопившуюся низкосортную древесину. Планируем с районом переделать котельные на лесные отходы. Если спрос на щепу есть, то опилки девать некуда. Региону нужен свой ЦКК или хотя бы гидролизный завод. В целом тенденция такова: объемы заготовок будут падать, а переработка расти. Мы никогда не перерубали, а за браконьеров государство взялось, когда они уже вырубили водоохранку. Получили Международный сертификат FSC, выполнили все его требования, но из-за санкций он нынче не действует. Наше предприятие было прибыльными при и «Флоре», и при «Евразе». Нынешние японских собственники обещали не сокращать персонал и объем инвестиций». «Чем помогаете селу и району?» «Хабаровское руководство RFP Group помогает району и краю по дорогам, школам, детсадам, подготовке кадров лесной отрасли, семьям участников СВО. У нас в Горине трудится 327 человек, в том числе из Амурской области и Приморья, водители лесовозов в основном местные. При сорока вакансиях и нехватке дисциплинированных ответственных кадров. Шли бы к нам наши, мигрантов из Средней Азии не набирали. Одно оформление патента чего стоит!» «Чем может помочь государство?» «Строительством ЦКК, субсидированием логистики и переработки для дальневосточников, отсрочкой арендных платежей там, где нет рубок, хотя бы на один переходный год».
Как всегда сколько людей–столько и предложений. Вопрос: кто обеспечит их согласованное решение? Обсудим это в следующей главе.
