МПС «Южная» перейдет из муниципальной в государственную собственность региона. Этот вопрос сегодня приняли большинством голосов депутатов в рамках внеочередного заседания Хабаровской городской Думы.
В настоящее время исходя из федерального законодательства, МПС «Южное» не может заниматься твердыми коммунальными отходами. Этому противоречит новая модель обращения с ТКО, которая создается по всей стране.
Также город не может регистрировать новые муниципальные унитарные предприятия, учреждения и хозяйственные общества, деятельность которых – обращение с твердыми коммунальными отходами. МПС «Южная» является структурой МУП города Хабаровска «Эксплуатирующая организация «Южная». Согласно федеральному закону это унитарное предприятие не имеет законных полномочий осуществлять уставную деятельность по обращению с отходами и соответственно иметь в хозяйственном ведении МПС «Южная».
Необходимость передачи станции еще и в том, что расходы из городского бюджета могли быть причислены к нецелевым расходам бюджета городского округа. Так как обращение с отходами не относится к вопросам местного значения.
Кроме того, сегодня станция «Южная» не имеет нужной мощностью для обработки ТКО, которые собирают на городской территории. В год в Хабаровске образуется около 194 тысяч тонн таких отходов. МСП требуется существенная модернизация: необходимо увеличить мощности по обработке ТКО, которые помогут их принимать и обрабатывать. Для Хабаровска требуется МПС мощностью до 200 тысяч тонн ежегодно.
По словам министра ЖКХ Хабаровского края Анжелики Мироновой, Москва готова выделить средства на модернизацию МПС «Южная», но согласно федеральному законодательству это сделать не может, пока станция находится в собственности муниципалитета.
— Мусороперегрузочная станция «Южная» была построена за счет средств бюджета города Хабаровска, но на тот момент обращение с твердыми коммунальными отходами относилось к полномочиям муниципальных властей. А сейчас изменилось федеральное законодательство, в связи с чем возникла необходимость передачи этого объекта в краевую собственность. Кроме того, мощность этой станции позволяет сортировать всего 6 тысяч тонн отходов в год, а нам нужно сортировать 195 тысяч тонн отходов в год. Поэтому нам необходимо провести модернизацию МПС «Южной», но на это нужны большие деньги, — сообщила Анжелика Миронова.
Она поделилась, что федеральный центр готов выделить на МПС до 95 % от стоимости, которая потребуется на модернизацию станции. Министр ЖКХ края отметила, что после передачи станции в краевую собственность, тариф на вывоз мусора увеличиваться не будет, а возможно, и снизится.
